Legal regime

Short-term rentals are regulated by the City of New Orleans under two license categories administered by the Department of Safety and Permits / Short Term Rental Administration: Non-Commercial Short Term Rental (NSTR) for residential / owner-operated properties, and Commercial Short Term Rental (CSTR) for commercial operations, which require zoning approval via a conditional use permit. STR licenses are non-transferrable.

License process

Annual licensing through the City of New Orleans STR Administration. Licenses expire June 30 each year; the NSTR renewal period for 2026 is April 19 to May 2, 2026, with a required training video for renewals. NSTR application includes a Short Term Rental Attestation. CSTR application is submitted via the One Stop App (onestopapp.nola.gov) as a Non-Structural Renovation permit and must include an owner attestation, a noise abatement plan, a sanitation plan, a security plan, a floorplan, and an evacuation plan. Effective July 1, 2023, all CSTRs must install and maintain a noise monitoring device. Applications and complaints are handled by the STR Administration (504-658-7144, [email protected]).
